If you book Bagdogra airport car rental service then they will provide you the best rates. The rates depend on how long you need the cab and how many passengers are with you. For booking a small non-car then you may have to pay approx INR 3000-3500, for medium-sized cabs and Non-AC cabs it will be approx INR 4000.
Entry permits for Bhutan from India:

Itinerary tour plan to Bhutan from Bagdogra:
Day 1- Bagdogra to Phuentsholing:
After reaching Bagdogra you can rent a car at Bagdogra airport to reach Phuentsholing which is a 4 hours journey. The entry to this border town is divided by an intricate huge gate; one side of the gate is India and the other in Bhutan.
You can check in a hotel in Phuentsholing and rest there for an hour or two. In the evening you can stroll amidst the local markets of Phuentsholing and have dinner at some restaurants.
Overnight stay at the hotel.
Day 2- Phuentsholing to Thimphu sightseeing:
You can leave in the early morning after breakfast and start your sightseeing in Phuentsholing. The weather will be pleasant and you can enjoy your journey.
